In Cuba, only ETECSA—the state-owned telecom provider—sells SIM cards and mobile lines under its mobile brand, Cubacel. Any Cuban citizen over 18 years old who is legally able to sign contracts may own 1 mobile telephone line in Cuba.

What documents would you need to provide?
It depends on your residency and citizenship:
Cuban residents: National ID card
Cubans living abroad: Cuban passport
Foreign residents (temporary or permanent): Resident ID or diplomatic ID from MINREX
Foreign visitors: Passport from your country of origin
Through ETECSA, you can purchase a permanent (postpaid) line. The total cost is 1,000 CUP: 750 CUP for service activation and 250 CUP in credit. The line remains active for 330 days after your last recharge. If you fail to recharge within that period, the line will enter a suspended status for 180 calendar days—during which you can’t use any remaining credit until you add funds. If you still haven’t topped up by the end of that suspension, the line will expire.
