In Cuba, only ETECSA—the state-owned telecom provider—sells SIM cards and mobile lines under its mobile brand, Cubacel. Any Cuban citizen over 18 years old who is legally able to sign contracts can own up to three mobile lines.

What documents would you need to provide?
It depends on your residency and citizenship:
Cuban residents: National ID card
Cubans living abroad: Cuban passport
Foreign residents (temporary or permanent): Resident ID or diplomatic ID from MINREX
Foreign visitors: Passport from your country of origin
Types of mobile line contracts
1. Permanent Contract
Recommended for those who live in Cuba. It’s more affordable and provides longer validity.
Cost: 1,000 CUP
750 CUP for activation
250 CUP credited to your balance
Validity:
330 active days from the last recharge
If no recharge occurs, the line enters a 30-day suspension period
After 360 days, the line expires
2. Temporary Contract
Designed for visitors staying between 3 days and 12 months.
Cost:
250 CUP for activation
75 CUP charged per day of use
You can extend the line, but not beyond 12 months from activation.
⚠️ Unless you're staying only a few days, a permanent line is more cost-effective than the temporary one.
